Director of Finance
Seeking a highly skilled executive to serve as Director of Finance. The Financial Director oversees a budget in excess of $20 million and a staff of four accounting personnel. This position is responsible for directing all the finances of the Authority’s various revenue centers including strategic financial goal planning, monitoring financial systems, reviewing financial reports, overseeing the budget process and presenting reports to the Board of Directors, bond rating agencies and financial institutions. Background in financial report preparation, statistical reports and the audit process needed.
Ideal candidates will possess minimum of 8 years of progressively responsible financial and accounting management and supervisory experience, with public sector experience including government financing, public bond indebtedness and risk management. Bachelor’s degree, preferably in accounting or finance, with a master’s degree in business or public administration preferred and CPA strongly preferred. The candidate must possess comprehensive knowledge of bond issuance, investment management and establishing relationships with the financial community, and experience in managing automated financial systems with multiple cost centers. Strong demonstrated experience with Excel and PowerPoint is required.

TOLL ROAD SUPERINTENDENT (2 positions)
These positions are responsible for planning, directing and supervising the overall operation of all toll facility cash funds, toll revenues and toll personnel job performance. Work is performed under the general supervision of the Director of Operations. Supervision is exercised over subordinate personnel.
- Develop work assignment schedules for all toll facilities personnel, ensuring a balanced work schedule at all toll facilities; reassigning personnel and making other work force adjustments due to unusual conditions or to meet the needs of the organization.
- Oversee the input of payroll related schedule changes and the generation of payroll time sheets for toll road staff.
- Handle supervisory functions which comprise hiring, firing, training, counseling, scheduling, approving leave, employee performance evaluation, career development, etc.
- Administer HR policies such as standards of conduct; counsel and take action regarding employee discipline; make recommendations regarding job performance and career guidance for toll road personnel.
- Conduct unscheduled vault/cash tray audits on a monthly basis to ensure that all moneys collected are accounted for and deposited daily
- Investigate operational activities, making corrections when necessary and documenting unusual occurrences.
- Investigate and respond to patron complaints and discrepancies; handle gate claims for damaged vehicles.
- Cooperate and coordinate with other agencies for incident management.
- Responsible for asset and procurement management; coordinate purchase and maintain fleet vehicles; handle invoice approvals and monitor toll road budgets; control toll road petty cash.
- Develop IFB/RFP, budget, and department goals; assist Director of Operations with long-term plan.
- Visit each toll plaza daily; meet with Toll Supervisor III at least once weekly
- Weekly rotation for emergency call-in situations
Ideal candidates will have a bachelor’s degree in business or related field; budget development, procurement and asset management experience; strong logistical and analytical skills; minimum five (5) years supervisory experience OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Prefer thorough knowledge of toll equipment operation. Must possess a valid Virginia Driver’s License and satisfactory driving record. Ability to work a flexible schedule to include evenings and weekends is required. Experience managing a 24/7 workforce is strongly preferred.

Seeking a full-time Executive Assistant to manage calendars for the Chief Executive Officer and executive staff; schedule all meetings, appointments and conference calls; handle meeting conflicts and prioritization issues; coordinate all logistics for Board meetings, to include: securing meeting rooms, catering and room set-up, materials (i.e. handouts, files), meeting notification and receiving RSVPs, taking notes and minutes of meetings; develop, compose, type and proof-read correspondence, reports and other varied material from rough draft or clean copy, using word and spreadsheet software; work with the Chief of Staff to develop media responses and with the FOIA Officer to handle FOIA requests; manage and monitor social media platforms for the RMTA, coordinating responses with the Chief of Staff and commenting as appropriate. This position is also responsible for providing courteous, accurate and thorough phone coverage, managing incoming mail, packages and messengers, scheduling conference room, and greeting visitors.
Candidates must have demonstrated ability to produce PowerPoint, Excel and Word documents using a personal computer. Thorough knowledge of modern office practices and procedures, English grammar, spelling, punctuation, and composition; strong attention to detail. Ability to organize events and meetings, and to prioritize and follow directions. Demonstrated ability to show integrity, good judgment and to maintain confidentiality. Ability to provide consistent, high quality customer service. Prefer Bachelor’s degree, with a concentration in communications, public relations or business; two (2) years of secretarial/administrative experience Or, any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

Special Conservator of Peace
The Richmond Metropolitan Transportation Authority is seeking a part-time Special Conservator of Peace.
Duties include criminal and traffic law enforcement, motorist assistance and work zone protection.
Requirements: High school graduate or GED equivalent. Must have successfully completed a law enforcement academy program accepted in the Commonwealth of Virginia. Must possess a valid VA driver’s license and satisfactory driving record and previous firearms certification. Must be accessible by phone; able to work on a call-in basis; available to work approximately 40 hours in a two week pay cycle with evening shift availability.
Ability to establish and maintain excellent customer relations with RMTA’s patrons and working relationships with other law enforcement agencies in Richmond.
Ideal candidate will have at least 5 years of law enforcement experience, investigating criminal and traffic offenses; effecting arrests; communicating effectively both orally and in writing; testifying in court; safely operating a police vehicle; effectively interviewing individuals; safely and effectively utilizing firearms; performing effective searches of people and property; and reading and comprehending a variety of legal and administrative documents.
Selected candidates undergo an extensive background investigation that includes personal, educational, military, driving, employment, financial histories, polygraph and appointment by the Richmond Circuit Court. Required training will be provided by the RMTA.
Benefits and compensation: Hiring range is $19.31 - $21.00 per hour. Uniforms and firearms provided.
